Well the year 2012 has been a disaster in regards of websites and forums being raided and shut down, in many different fields like file hosting, torrents etc, it has been the same for carding forums. Numerous forums have been raided and few revealed as honeypots such as CarderProfit.cc, I will list the forums that are functioning right now and will write detailed review about each one of them.

Will start with English speaking forums first,
Carder.Pro 
This forum at the moment is the biggest and oldest running English/Russian speaking carding community, sister forum of Crdsu.su/Carder.su. Run by the same administration and staff team.

With 61,690 accounts registered, out of which 32088 accounts are banned. That leaves us with 29,602 accounts, lets assume 60% of the accounts are with ripper status and the others are clone accounts. That's 11,840 actual users with average 1000 active accounts daily.
To register on the website, you need to pay a registration fee of $33 by Liberty Reserve (which is an off-shore e-currency company located in Costa Rica) or have 2 members with minimum 6 months of registration vouch for you. If you choose to pay for your registration, you need to contact the forum administrator with handle Ninja over ICQ.

In regards of is it worth the 33 bucks to join the forum, definitely yes. Its the biggest English speaking forum, which is active with users and new content. Also has quite a number of useful articles in different topics such as online carding, anonymity and safety, real carding, auction scam, botnet.

The forum has 5 sections, I will break them down and write in detail about them.
The first section on top is Services Category, with its sub categories as

Search SSN, DOB, Credit Reports, etc..) here you see paid advertisements selling bank logins, fullz or fulls aka full credit card information including your social security number, date of birth, driving license number, online account username and password, mother's maiden name and security questions and answers. Basically all the necessary information needed for making purchases online and bypassing the Verified by Visa or MasterCard SecureCode protection, and verifying the order by submitting necessary information to the processing company or the bank.  And then there are vendors who do search on their hacked databases for finding your social security number by your full name and address.

CashOut Services & Drops for Stuff (ATM. Any cashout. Exchange, purchase, electronic currency. Drops for stuff.) here you will see members offering their service for cashing out Dumps with pin, bank accounts to receive wires from hacked bank accounts, e-currency exchange, addresses in the United States for receiving carded goods and used to forward the items back to the fraudsters.

Dumps only (Selling and cashout dumps only.) here members sell stolen track1 and track2 details found on the magnetic stripe, back side of the card.

Then the next section is English-speaking carders, and has 21 subcategories. Ranging from different kinds of topics, such as Forum Discussions, Carding News, Beginners Questions, Search and Job Offer, Online Carding, Bank Carding, Payment Systems, Real Carding, Documents, Stuff carding, Auction & Casino, Anonymity & Security, Hosting & Botnets, Fraud, Spam, Adult, Hacking & Coding, Legal Forum, Phreaking, SEO & Web Design, Flooding & Offtopic. In this section you're not allowed to advertise or vend your stuff and can only discuss regarding the sub-category subjects. If you are caught by any of the moderators, you get Deer status which disables your ability to use the forum's private messaging function, and you can't start or edit your posts, and there will be the title Deer in red bold colour underneath your username. If you get deer status, its near to impossible to make any purchases with vendors as these days vendors look at your forum status a lot, in attempt to filter out time wasters, members with no money.
